Project Access York Information
In 2022, the City of York was awarded a federal grant for $15,625,000 for Project Access York, a pedestrian and bicycle infrastructure and safety project to connect and extend our existing trail network. Project Access York includes an overpass over a busy highway that intersects the City, pedestrian and bicycle trails for access to jobs, food, and quality of life amenities, and safe crosswalks for schools.
In March 2023, the City held a public open house to share initial concepts for trail routes and location of the pedestrian/bicycle overpass for the public’s review and feedback.
Since March 2023, the project team has refined the initial concepts originally presented based on several factors including public input, construction cost and existing environmental conditions. On May 28, 2024, the City hosted a second public open house to share the proposed trail alignment and location of the overpass for additional public input.
On August 29, 2024 during the public budget hearing, a budget summary for Project Access York was distributed.

Total city funds required: $728,030 (4.5%)
2022-23 $269,760 budgeted for engineering
2023-24 $20,000 (extra spent for landowner outreach)
2024-25 $272,160 Budgeted for ROW purchase
Note: We reduced property taxes in 22-23 and 23-24 with these match dollars included in the budget.

2026-27 $155,110 (Construction match)
Total in matching funds to NDOT: $697,030
City of York Direct Spending Toward Match
2027-28 $31,000
The total construction costs will not be known until the bidding process. The $17 million estimate from Olsson includes contingencies that we may not need. The city budgets funds for expanding streets and concrete each year. These funds may be directed if needed to completing elements of the project in 2026, 2027 and 2028.
